Declare victory in Iraq and leave
When President Bush makes his State of the Union speech, he should declare a victory in Iraq and announce that we will begin withdrawing our troops in February.
He can say that we removed the tyrant Sadam Hussein and supported a free election and the writing of a constitution.
He can say that it is regrettable that sectarian violence is going on, but that this will need to be resolved by the Iraqis themselves through a political settlement.
Finally, he can say that he believes that the withdrawal of our troops will encourage the parties to negotiate such a settlement.
